Global Tender Notice
1. Sealed tenders (in dual bid system i.e. Techno-Commercial and Price Bids separately) are invited by the General Manager, Security Printing Press, Hyderabad-63, Andhra Pradesh, India, from manufacturers for supply, erection, installation and commissioning of the following machine:

Description of the machine and quantity required:
a) Servo Controlled Reel fed Envelope manufacturing machine for making Diamond shaped Envelopes (Size: 110mm x 220mm) with arrangement for feeding pre-punched blanks to manufacture, wallet type envelopes with single colour flexo or any other suitable printing facility (outside printing only)
b) Quantity - 1 No.
c) Rated output of the machine: Reel fed: Minimum 600 envelopes/minute; Blank Fed: Minimum 450 envelopes/mm.
c) Cost of the tender document: Rs.2,000 (or equal in foreign currency). The tender document will be issued on submission of above amount in the form of Demand draft drawn in favour of General Manager, Security Printing Press, Hyderabad along with a request letter on letter head.
d) Last date and time for issue of Tender document: 2.00 PM (IST) on 30-10-2008
e. Last date and time for receipt of Bids: (dual bids): 2.00 PM (IST) on 31-10-2008
f. Due date and time for opening of Techno-commercial bids: 3.00 PM (IST) on 31-10-2008
g. earnest money deposit: Rs.24,00,000 (or equal in foreign currency). The EMD should be submitted in the form of Demand Draft drawn in favour of General Manager, Security Printing Press, Hyderabad. The EMD can be furnished in the form of Bank Guarantee issued by First class Bank valid for a period of 24 months.
2. Essential criteria
a) The firm should have expertise in manufacturing the similar machine and should have supplied at least 5 similar machines to two different countries during the last three years.
b) The companies should have their authorized agents/representatives in India and must have the facilities of their own for carrying out after sales service.
c) (i) The companies should furnish satisfactory performance certificates of minimum 5 years since installation of machine from the firms to whom they have supplied such machines in the recent past at least from three firms.
(ii) The firm should produce Clients details such as Name of the firm, Postal Address, Phone Number, Fax number, E-Mail ID.; Contact person`s name and Designation.
d) The firm should not have suffered any financial loss for more than two years during the last 5 years. Simultaneously, the net worth of the firm should not have been eroded by more than 50% over that period. To ascertain the above, the firm should furnish:
(i) Audited Balance Sheet for the last 5 years
(ii) Profit and Loss Account for the last 5 years
(iii) Cash flow statements for the last 5 years.
e) Any offer submitted without the above documents, will be summarily rejected.
3. The offers should be submitted by the Manufacturing Companies (Indigenous / Foreign). However, the Authorized Indian Agent may also submit the offer on behalf of their principals subject to the following conditions.
a) (i) The Indian agent should submit a letter of authority in original issued by their principals authorizing the agent to participate in the subject tender.
(ii) Either the Indian Agent on behalf of the foreign principal OR the said foreign principal can directly participate in the subject tender but both cannot participate in the subject tender.
(iii) In case the authorized Indian agent participates in the tender on behalf of any manufacturer, the said Indian agent shall not be allowed to quote on behalf of another manufacturer in the subject tender.
b) In case of foreign firms they should have their Authorized representatives in India for reference.
4. The firm should not have been blacklisted/debarred for dealing by Government of India in any manner and an undertaking should be submitted along with the Techno Commercial Bid, to this effect.
5. If necessary, presentations are to be given, additional information will be sought and / or a team of officers of this organisation may visit the firm as part of assessing the Techno commercial Bids.
6. The tender document is not transferable.
7. This organization is not responsible for delay due to any reason including postal/courier delays.
8. The General Manager, Security Printing Press, Hyderabad reserves the right to accept any offer or reject all offers without assigning any reasons thereof on the grounds of National Security.
