2) Receipt of application along with profile:
a) interested firms may send their application for tender Document along with documentary evidence of ``Essential Criteria`` and enclosing a Demand Draft for Rs.2000 towards the price of tender Document drawn in favour of Accounts Officer, Security Printing Press, Hyderabad on or before 3.00 p.m. on 18.10.2005 without which the tender documents will not be issued.
b) Firms confirming the ``Essential Criteria`` will only be supplied the tender documents for application of the tender.
c) The requisition for supply offender document is to be sent to the General Manager, Security Printing Press, Mint Compound, Hyderabad-500 004 Andhra - Pradesh, India in the closed Envelope superscribing as ``Application for tender document for supply of respective machine along with enquiry No. and name of the machine``.
3) Essential Criteria:
a) Experience of past supply: The firms must have manufactured and supplied at least 1 nos. each year of similar machinery in the last 3 years. The tenderer should produce a certificate of satisfactory performance of the machines supplied and list of present users of the machine.
b) Financial soundness: (i) The firm should not have suffered any financial loss for more than 2 years in the immediate preceding 5 years simultaneously, the net worth of the firm should not have been eroded by more than 50%.
c) The annual turnover of the firm should not be less than Indian Rupees or its equivalent foreign currency. For Item no. 1: Rs.25 million; Item no. 2- Rs.32 million; Item no. 3: Rs.20 million; Item no. 4: Rs.10 million
Note: Documentary evidence should be submitted by the firm along with the application in support or all the above criterion.
4) The firm should indicate details of machines manufactured in last two years and detail of manufacturing works like plant and machinery and manpower.
5) General terms and conditions:
a) The Offers should be submitted by the Manufacturing Companies. However, the Authorised Indian Agent may also submit the offer on behalf of their principals subject to the following conditions:
i. The Indian Agent should submit a letter of authority in original issued by their principals authorising the agent to participate in the subject tender.
ii. Either the Indian Agent on behalf of the Foreign Principal OR the said Foreign Principal can directly participate in the subject tender but both cannot participate in the subject tender.
iii. In case the authorised Indian Agent participates in the tender on behalf of directly participate in the tender on behalf of any manufacturer, the said Indian Agent shall not be allowed to quote on behalf of another manufacturer alongwith the first manufacturer in the subject tender.
b) The firm should not have been black listed/ debarred for dealing by Govt. of India, in any manner and an undertaking should be submitted alongwith the P.Q. offer to this effect.
c) The firm should provide all facilities/ documents as the case may be, for assessing their capacity, to the General Manager, Security Printing Press, Hyderabad, if required/ called for during the validity period of the offer. The firm should be able to arrange for presentation.
d) The companies should furnish satisfactory performance certificates from atleast two firms to whom they have supplied such machines in the recent past.
6) The tender document containing the specifications of the machines, detailed terms and conditions will be issued only to the firms who fulfill the essential criteria, on payment of price of the tender document stated below, in the form of Demand Draft drawn in favour of Accounts Officer, Security Printing Press, Hyderabad, A.P. (India) with a requisition on company`s letterhead. The tender document is not transferable.
7) Submission of EMD: The qualified firms who are in receipt of the tender documents need to submit the E.M.D. amount specified in the notice along with the tender documents.
8) The Security Printing Press, Hyderabad, (India) is not responsible for delay due to any reason including postal delays in receiving the party s request as well as receipt of tender document by the party.
9) The General Manager, Security Printing Press, Hyderabad, India reserves the right to accept any offer or reject all offers without assigning reasons thereof on the grounds of National Security.
10) The interested firms should quote separately for each of the item interested and should comply each tender condition separately.
