Sealed Tenders are invited for the printing/ publishing of Nationalized Course Books and its outer cover for classes 1st to 8th of Hindi and Urdu medium of Uttar Pradesh for the Education session 2007- 08 for F.O.R Destination from the countrys printers/ publishers for printing inside pages and security printers for cover pages up to 11. AM. 6th March 2007 Tenders are to be submitted at P.P.A Office, Vidya Bhawan, Nishatganj, Lucknow in two separate Sealed envelops written Technical and financial Bid. The Technical bid will be opened at 11.30 AM by the tender committee on the same day in the presence of Tenderers at the meeting hall of Shiksha Nideshalaya (Basic), U.P, Vldya Bhawan, Nishatganj, Lucknow. The tender documents can be purchased during office hours from 05.02.2007 to 05.03.2007 at 9.30 AM to 6 PM. The tender form can also be downloaded from office website www.upefa.com and the price of the tender form will have to be submitted according to the section and work at the time of submitting the tender form.

Important conditions:
1) Conditional Tenders will automatically stand rejected.
2) The Tender committee reserves the right to modify or relax any or part of terms and conditions of Tender document or reject the tender as a whole, without any prior information.
3) Cost of tender in the form of Crossed Demand Draft issued by a Nationalized bank in favour of Pathya Pustak Adhikari, UP, Lucknow, payable at Lucknow is to be submitted separately for each section, are non refundable. The tender Forms can be purchased personally or through an authorized representative from the office of the under signed during office hours. To procure Tender Documents by Post, Rs 50/- stamped envelop (15 x 20 cm) along with a demand draft for the cost of tender document can be sent to Pathya Pustak Adhikari, U.P, Vidya Bhawan, Nishatganj, Lucknow. The department will not be responsible for any postal delay, whatsoever.
4) The amount of earnest money will be in the favour of Pathya Pustak Adhikari, UP, Lucknow, in the form of crossed demand draft payable at Lucknow and must accompany the Technical Bid. This will be returned in case of cancellation of tender.
5) The tender will be accepted on the original tender form sold by the office of Pathya Pustak Adhikari. To apply for books of one or more than one section, only original form will be used. The price of the tender loaded form the website will have to be given through nationalized bank draft in the name of under sighed and must reach on or before the due date. Department will not be responsible for any delay. Applicants name, address and date should be mentioned. Form will be rejected itself without bank draft. If any tender form taken form the website, fails to submit the bank draft, the form will be rejected itself.
6) The tender form can be sent through Registered post or Speed post marked with Red Ink Tender Form For Text Books 2007-08 Section should also be mentioned.
7) Financial bids of only those bidders will be opened whose technical bids meet the requirements on a later pate announced by the tender committee on the same day.
8) Such firms who do not deposit any or pat of amounts payable to the department in the past, prior to the publication of this tender notice, will be declared ineligible for submitting tender.
9) For the publication of textbooks if the printer/ publisher apply for the work of section A or B, it is necessary to apply for the work of any section C, D and E and vice versa.
10) According to G.O. No-4435/6-P.-14-06-50(7)12006 dated - 02 Nov., 2006 following certificates has to be submitted in original form:
I) No objection certificate of the Income tax, Trade tax, District Magistrate and Superintendent of Police in favor of the applicant should be attached with the tender form.
II) Character certificate in favor of the applicant from concerned District Magistrate, S.S.P./ S.P. should be attached with the tender form.
III) A certificate from District Magistrate about financial status and satisfactory activities of the applicant in past and present, should be attached.
IV) All the certificates attached in tender forms can be checked and verified through an agency, bank or Income Tax department. If found in correct, the person concerned may be penalized.
V) If found guilty, having any link with Mafia and antisocial activities, the tender form will be rejected even after signing the contract.
VI) Any Registered Advocate of Bar Council can not apply for the tender. An affidavit regarding this statement that they are not registered wilt have to be submitted.
11) The detailed terms and conditions of the Tender will be made available along with the tender forms.
