For establishment of mega food parks
Ministry of Food Processing Industries (MoFPI) has launched a Scheme for establishment of Green Field Mega Food Parks in the country during 11 Five year Plan, with the objective of Providing adequate infrastructure for food processing industry along the value chain from the farm to the market, that will enable fresh investments into the fo6d processing sector increased realization for farmers and employment generation.
Each of the Mega Parks will have a Central Processing Centre (CPC) where food processing industry units would be established supported by common infrastructure, and farm level infrastructure in the form of collection centres/ Primary processing centres and other need based infrastructure. Ten such parks are proposed to be established, initially, during the 11 plan in high potential zones where requisite volumes of raw materials (fruits and vegetables, etc.) are available.
A project specific Special Purpose Vehicle (SPV) company, promoted by a group of stakeholders related to food processing industry including financial institutions/ banks, retailers, processors, producers and others, will be responsible for establishment, ownership and maintenance of each of the Mega Food Parks. Such SPV will be eligible to receive capital grant support from the government, to the extent of 50% of the project cost no exceeding Rs.5 million per park in general areas and 75% of the project cost not exceeding Rs.5 million in difficult areas.
A Programme Management Agency (PMA) is being appointed to handhold the process of implementation of the Scheme.

It is proposed, in the first phase, to take up ten mega food parks in the States of Andhra Pradesh (Chiltor), Maharashtra (Pune Satara), Punjab (Ludhiana Jailandhar), Jharkhand (Ranchi), North East Region (Guwahati), West Bengal (Jangipur), Uttar Pradesh (Rae Bareilly), Uttarakhand (Haridwar), Tamilnadu (Dharmapuri) and Karnataka (Mandya). The reports of some of the pre-feasibility studies are available with the ministry. The locations (within the States) are subject to changes.
Based on pre-feasibility studies and the guidelines of the Scheme, proposals / EoIs are invited from potential stakeholders / promoters who are willing to establish Mega Food Parks at the above mentioned locations. The proposals should indicate the credential of the promoters, availability of land, tentative business plan and other related details, as per the details given in Annexure `A` to the guidelines of the Scheme.
The proposals should accompany a refundable security deposit of Rs.1,00,000 in the form of demand draft drawn in favour of Pay & Accounts Officer, Ministry of Food Processing Industries, New Delhi, payable at New Delhi. The ministry reserves the right to reject any/all applications without assigning any reasons thereof.
The proposals / EoIs, addressed to Mr. Gautam Sanyal, Joint Secretary, Ministry of Food Processing Industries, Panchsheel Bhawan, August Kranti Marg, New Delhi 110049 should reach by 5 p.m. on or before 12.11.2008. A meeting will be held at 3.00 p.m. on 30.10.2008 in the Committee Room No. 120 of Ministry of Food Processing Industries at the above address, to clarify the Mega Food Park Scheme / Guidelines to the Potential Stakeholders of the proposed SPV`s.
