Global tender for P.O.B. for supply of Cylinder Mould Multi Tonal Watermark High Rag Content Passport Paper Suitable for Printing on High Speed Dry Offset/Wet Offset Printing Machine with Ashoka Pillar Watermark, in reels of 41 cms. width, 100 GSM. For a total quantity of 650 MT (+/– 25%).
Applications are invited from paper manufacturers/ their Authorised Agents for Pre-Qualification Bid for supply of ``Cylinder Mould Multitonal Watermark High rag content passport paper`` suitable for printing on high speed dry offset/ wet offset printing machine with Ashoka Pillar watermark (which is Security Paper meant for production of Indian Passports). The total requirement for this paper is 650 MT (+/- 25%) in reel size of 41cms. width, 100 GSM. The manufacturers/ Authorised Agents who fulfill the following criteria should forward their application alongwith the requisite details for issue of Tender Documents alongwith a Demand Draft of Rs.1,125/- or equivalent Foreign currency. The Demand Draft should be drawn in favour of The Pay & Accounts Officer, India Security Press, Nasik Road and payable at Nasik. The Demand Draft from Indian Nationalized Bank or any Foreign Bank recognized by Reserve Bank of India will only be acceptable.
Last Date & Time for Receipt of P.Q.B. Applications: 31.12.2005, 14.30 hrs. (IST).
Essential criteria- for manufacturers
1) Installed Capacity: The firms must have an annual installed capacity to produce at least 150 MTS of Passport paper.
2) Experience of Past Supply: During the past 5 years the firm must have manufactured and supplied at least 150 MTS per annum of Cylinder Mould Multitonal Watermark Security Paper with Rag Content.
3) Financial Soundness:
i) The firm should not have incurred financial losses for more than 2 years in the immediate preceding 5 years.
ii) The net worth of the firm should not have been eroded by more than 50%
iii) The Annual turnover of the firm should not be less than Rs.30 million or its equivalent Foreign Currency.
4) A legally binding affidavit duly signed by the authorised representative of the firm in support of above essential criteria should be submitted alongwith the application.
5) A declaration that the firm has not been blacklisted/ debarred by any Government agency.
Essential criteria - for authorised agents:
1) The agent should produce `Authorisation Certificate` from their Principal. This certificate must be signed by the authority duly authorised by the Principal.
2) Request from the authorised agents for consideration of Pre-Qualification Bid, must accompany a legally binding Affidavit from the manufacturer as mentioned at Sr. No. 4 above.
3) Authorised Agents should also ensure the following:
i) To enclose a copy of the agency agreement with the Foreign Principal highlighting the precise relationship between them and their mutual interest in the business,
ii) To enclose copy of the document in support of the enlistment with Director General of Supplies & Disposals under the Compulsory Registration Scheme of Ministry of Finance.
4) One agent can represent only one Principal and one Principal can authorise only one agent.
5) The guidelines issued by the Central Vigilance Commission of India for Authorised Agents will be applicable.
6) A declaration that the firm has not been blacklisted/ Debarred by any Government agency.
Other details:
a) The applicant will provide all facilities/ documents to purchaser`s Inspecting officers for assessing their capacity, security organisation/ Set up if required/called for.
b) The application is to be submitted to The General Manager. India Security Press. Nashik Road- 422101 Maharashtra State, India, in closed envelope Superscribing as `Application for P.Q.B for High rag content passport paper due on 31-12-2005.
c) Firms found eligible in the Pre-Qualification Bids on the above criteria will only be supplied our Tender documents,
d) Govt. of India reserves the right to reject any applications without assigning any reasons and without any intimation on ``National Security considerations``.
