Controller of Stationery invites sealed Tenders for and on behalf of the President of India for supply of the undermentioned stationery stores on ``Two Bids System`` during the year 2005-06. The Tender Form for individual Group of items will be sold from the Govt. of India Stationery Office, 3, Church Lane, Kolkata-700 001 and its three Regional Stationery Depots at Netaji Nagar, New Delhi-110023, New CGC Building, New Marine Lines, Mumbai-400 020 & 63, College Road, Chennai-600 006 and the completed Tenders will be received only in the Govt. of India Stationery Office 3, Church Lane, Kolkata-700 001 upto the different dales shown below:

N.B:
1) Tender Form will be available for sale from the Govt. of India Stationary Office, 3, Church Lane, KolKata-700 001 and its three regional Stationery Depots at Netaji Nagar, New Delhi-110023, 63, College Road, Chennai-600 006 & New CGO Building, New Marine Lines, Mumbai-400 020 on all working days from 11.00 AM to 3.00 PM on payment of Rs.250/- for each original & duplicate copy in respect of Sl. Nos. 1 & Rs.100/- for each original & Duplicate copy in respect of Sl. Nos. 2 & 3.
2) No request for sending Tender Forms against Money Orders, Postal Orders, Bank Drafts etc. will be entertained. Outstation Firms should make their own arrangement for obtaining Tender Form.
3) Tenderers are requested to submit the filled in Tender Form with full particulars in all respects in one Envelope superscribed as `Tender For Technical Bid` and quote their rates in the `Tender For Price Bid` which is attached with the Tender Form in another Envelope superscnbed as `Tender For Price Bid` duly sealed separately. Both the sealed Envelopes, one containing Tender for Technical Bid and other containing Tender for Price Bid should be submitted in one main Envelope duly sealed This main Envelope containing both the Tenders should indicate (i) Group No., (ii) Name of the Item & (iii) Due date of opening etc.
4) Tenderers must not quote anything about their Rates: Taxes; Terms of Delivery etc. in the Tender for Technical Bid failing which their Tender is liable to be rejected without any reference.
5) Those Firm who will qualify in the Tender for Technical Bid will be communicated later on to attend the opening of Tender for Price Bid.
6) Tender for Technical Bid is to be submitted in original only without detaching any papers or portion of it except the Tender for Price Bid failing which their Tender is liable to be rejected without any reference. In no circumstances will Duplicate copy be accepted as Tender.
7) While applying for Tender Forms, Firm should invaiably furnish the Description of Stores, Group No. etc. as indicated above.
8) (a) Earnest money Deposit @ 2.5% of the estimated value of the Tender for each Group of items (shown in Colmn 6) should be furnished alongwith the Tender for technical Bid otherwise the Tender will not be considered. The Original Receipt indicating payment of E.M.D. is to be accompanied with the Tender for Technical Bid, (b) The following are the forms of Earnest Money to be furnished and in no circumstances will cash or Cheque be accepted with the Tender as Earnest Money:
i) Fixed Deposit receipt of Demand Draft of a Scheduled Bank (including State Bank of India) assigned in favour of deputy controller of stationery (admn), Govt. of India stationery office, 3, Church Lane, Kolkata-700 001
ii) Government promissory note @ 5% below market value or at face value, whichever is less, endorsed in favour of the Reserve Bank of India, Kolkata.
iii) National savings certificate or treasury savings deposit at conversion value or Post Office savings Bank pass book duly endorsed/ pledged in favour of deputy controller, stationery (Admn), Govt. of India stationery office, 3, Church lane, Kolkata-700 001 and
iv) Kishan Vikas Patrs duly endorsed/ pledged in favour of the deputy controller, stationery (Admn), Govt. of India stationery office, 3, Church Lane, kolkata-700 001.
Firms registered with NSIC Ltd. for the item may submit Xerox copy of valid NSIC Registration Certificate duly attested by Notary or Gazetted Officer for getting exemption from furnishing Earnest Money.
9) Tenders must be accompanied by current S.T.C.C. in prescribed form duly atteste by gazetted Officer and also Power of Attorney on Non-judicial Stamp Paper as per proforma Annexure-I of the Tender Form, otherwise the Tender is liable to be rejected without any reference.
10) Government reserves the right not to sell the Tender Form to any firm without assigning any reason.
11) Government will not be held responsible for any delay in delivery of Tender Form sent by Post and Tenders received after due date and time, will be summarily rejected.
12) Tender for the items for Duplicating Paper, Gunny Bag & Hessian Bag will be accepted exclusively from Small Scale Industrial Units. Tender Forms for these items will be sold to the Firms on submission of Xerox Copy of S.S.I. Certificate duly attested by Gazetted Officer.
13) Original Tender Form only will be supplied free of cost to fee Small Scale Industrial Units if they are registered with N.S.I.C. Ltd, for the item on submission of copy of Certificates duly attested by a Gazetted Officer as proof thereof.
14) Government reserves the right to cancel Tender of any firm without assigning any reason whatsoever.
15) In the case of Firms who are submitting the Tenders for the first time or firms who might have submitted the Tenders previously but their capacity not assessed by the GISO, Kolkata, they should submit a certificate issued by the Competent Authority showing the details of Capacity/ Infrastructure facilities available with them to manufacture and supply the stores as per required specification along with the Tender for Technical Bid without fail.
16) For Tender Group at Sl. No 3, Quotations are invited from local firms only
17) Successful Tenderers to whom the contracts are awarded, should deposit @ 5% of the total value of contracts as Security Deposit in any approved form before Supply order are placed on them.
18) Tenders will be received upto 3 pm on the last day of submission of Tender and will be opened at 11.00 am on the following working day as shown above at Government of India Stationery Office, 3, Church Lane, Kolkata-700 001.
19) Those firms, who are banned for business dealings, by any of the Department of Govt. of India, are debarred from participating in the Tender.
20) Quantity to be supplied in GISO, Kolkata and 3 RSDs at New Delhi, Mumbai & Cennai mentioned at Col. Nos. 7 to 10 may be altered and the quantity in respect of Command Depots / Others (*) m different zones at Col. No. 11 will be specified later on.
